The majority sits in the bloc still to declare
The coalition formed after the 7 August inauguration falls below half plus one in both chambers. And in both, the bloc still to fix a position is larger than the gap the government has to close. That distance is the decision being made this season.

Who declared what, and since when
The coalition could only be formed officially from 7 August 2026. Each organisation then fixes whether it declares itself government, independent or opposition, and that declaration determines its access to committee chairs and its room for political oversight. This is the record the map was built on: one row per organisation, with the source behind it and the date it said so.
