Every GOVERNA system shares one core. Its value is the discipline it reads each source with: every claim carries its degree of certainty, missing evidence is named, and a coincidence stays a coincidence until a counterfactual makes it a cause.

Official records, media, field work and open data. A source that isn't connected is declared; it isn't faked.

What a source proves is kept apart from what it merely suggests; «we didn't find it» is never mistaken for «we didn't look».

Actors, rules, territory and precedent: a correct datum, without its context, can still lead to the wrong decision.

Relationships, competing hypotheses and scenarios labeled as such. A correlation is not promoted to a cause.

- Where evidence is missing, the system names the exact datum that's absent instead of filling it in.
- Impact requires a counterfactual: a coincidence is not presented as a cause.
